Civilian defence is an alternative to military defence. In the light of some claims that military defence is inadequately equipped to defend a nation-state, methods of alternative defence are thought to be needed. Civilian defence seeks to divest the state of a defence system which is an economic liability and which may not be able to perform its function when required, as happened to the Czechoslovakian armed forces.
