Abstract

In the year 1860, the world was in a general state of confusion caused by such events as Garibaldi’s triumphs in Italy and a civil war in Mexico. In the southern United States, there were raucous warnings of Northern plots, of new John Brown type of invasions, of servile revolts, and of a Lincolnian program of race equality to fill the air.
