Abstract

The purpose of this study is to follow the development of James Buchanan’s diplomacy, as Minister to Russia, as Secretary of State, as Minister to Great Britain, and as President of the United States, on the merits and advantages as an instrument of United States foreign policy, with special emphasis on his role in the Ostend Conference.
