The Certificate signifies participation in a Naval Training Cruise for Civilians. Roosevelt has signed the Certificate of Service "issued to him [Schwoyer] as a Testimonial of his Fidelity and Patriotism." This certificate was signed during Roosevelt's time as Assistant Secretary of the Navy, an office he was appointed to by President Wilson.
