Taft asks Walter to "make a request for special action" to bring a bill to the Senate before the adjournment. The bill is for the adoption of Joyce Jacqualyn Johnson, the daughter of an American soldier and a Japanese woman. The father, currently fighting in Korea, wants to adopt the baby with his new wife and bring the child to the United States when his cycle of duty ends. Taft states that "the child, unwanted, was abandoned to a foundling home and later adopted by the Johnsons who cannot have children of their own." Taft, the son of President William H. Taft, served as a Senator from Ohio (1889-1953) and vied unsuccessfully for the Republican presidential nomination. Congressman Walter served in World War II and as a Representative from Pennsylvania in the seventy-third and fifteen succeeding Congresses, serving from 1933 until his death May 31, 1963. Walter also acted as chairman of the Committee on Un-American Activities.
