Wolcott requests the favor of knowing whether any sales of damaged arms or arms of any kind have been made from the public stores at Springfield, and if so, he asks to know the quantities and the names of the buyers. Wolcott also asks whether any sales of arms by individuals have taken place, explaining that rumors of this kind have prompted his inquiry. Wolcott served as Secretary of the Treasury during the administrations of Washington and Adams and published a report in 1802 on treasury allocations.
