This survery, provided by the Bureau of Municipal Research in New York City, examines the current state of affairs in the boroughs of Bethlehem and South Bethlehem, as well as provides recommendations on how the boroughs should be organized. The boroughs accounting practices are examined, which includes a study of the city debt, taxes, budget, payroll, purchasing, audits, and collections. Various city departments are also evaluated, such as the Police and Fire Departments, Public Works and Public Health and Welfare. Included in the beginning of the survey are two letters, both addressed to Archibald Johnston, the first mayor of Bethlehem (elected in 1918), from the Bureau of Municipal Research, in response for a request for a survey of the organizational methods of the boroughs of Bethlehem and South Bethlehem.
